Hunting Rules and Regulations

Hunting in Pakistan is regulated by federal and provincial wildlife departments to protect endangered species, maintain ecological balance, and promote sustainable hunting practices. The following are key rules and regulations governing hunting activities in Pakistan:

Legal Framework

Hunting laws in Pakistan are enforced under:

  • Pakistan Wildlife Protection Act, 1972 (Federal)
  • Provincial Wildlife Acts (e.g., Punjab Wildlife Act 1974, Sindh Wildlife Protection Ordinance 1972, KP Wildlife Act 2015, Balochistan Wildlife Protection Act 2014)
  • CITES (Convention on International Trade in Endangered Species)

Hunting Licenses and Permits

  • Big Game Hunting (Trophy Hunting): Requires a special permit issued by the Provincial Wildlife Department or the Ministry of Climate Change.
  • Small Game & Bird Hunting: A general hunting license may be required, depending on the province.
  • Foreign Hunters: Must obtain permits through registered outfitters and follow Pakistan’s wildlife laws.

Protected and Endangered Species

Hunting is strictly prohibited for:

  • Mammals: Snow leopard, Indus dolphin, Markhor (except in approved trophy hunting programs), brown bear, pangolin.
  • Birds: Houbara bustard (regulated under special permits), falcons, cranes, vultures.
  • Reptiles: Marine turtles, crocodiles.

Trophy Hunting Program

  • Markhor & Ibex Hunting: Allowed under a controlled quota system (limited permits issued annually).
  • Permit Costs: Foreign hunters pay high fees (up to or more $100,000 for a Markhor), with funds used for conservation.
  • Community Involvement: Local communities receive a share of hunting fees to discourage poaching.

Prohibited Hunting Methods

  • Use of Poison, Explosives, or Traps (without authorization).
  • Night Hunting (illegal in most areas).
  • Hunting with Automatic Weapons (restricted).
  • Hunting During Breeding Seasons (varies by species and region).

Hunting Seasons & Bans

  • Open Season: Typically October to March (varies by species and province).
  • Closed Season: Breeding periods (e.g., spring/summer) when hunting is banned.
  • Houbara Bustard Hunting: Allowed only under special diplomatic permits (controversial due to overhunting concerns).

Restricted & Protected Areas

  • National Parks & Wildlife Sanctuaries: Hunting is completely banned (e.g., Khunjerab National Park, Hingol National Park).
  • Community-Controlled Hunting Areas (CCHAs): Only permitted hunting zones.

Penalties for Illegal Hunting (Poaching)

  • Fines: Up to PKR 500,000 (depending on the species).
  • Imprisonment: Up to 3 years for hunting protected species.
  • Confiscation: Weapons, vehicles, and hunting equipment may be seized.

International Hunters & CITES Regulations

  • Trophies Export: Requires CITES permits for endangered species (e.g., Markhor horns).
  • Diplomatic Hunting Permits: Foreign dignitaries must follow Pakistan’s wildlife laws.
